The European PSK Club has the honour to invite radio amateurs from all over the world to participate in the EPC WW DX Contest 2014. The objective of the EPC WW DX Contest is to establish as many contacts as possible between radio amateurs around the world by using only the BPSK63 mode (all HF bands except WARC bands). Everybody can work everybody for QSO and multiplier credit. The next EPC WW DX Contest will be held from 12:00 UTC on 01.02.2014 to 12:00 UTC until 02.02.2014. This is an excellent opportunity to increase your BPKS63 count as well as accumulating contacts for other EPC awards for countries, prefixes, suffixes, etc.

The annual EPC WW DX Contest for 2013 is over and we look forward to the 2014 contest so you need to get prepared to work some really great DX on the BPSK63 mode on all bands (except the WARC bands of course). Information about the very first EPC WW DX Contest is posted below this message.

Remember the dates & time: 12:00 UTC on 01.02.2014 to 12:00 UTC on 02.02.2014. The only permissible mode is BPSK63 only so be sure you are in the right mode before you begin and maximum power is 100 watts.

Recommended frequencies are: 160 meters (1.838 – 1.843 MHz), 80 meters (3.580 – 3.590 MHz), 40 meters (7.040 – 7.050 MHz), 20 meters (14.070 – 14.080 MHz), 15 meters (21.070 – 21.080 MHz), and 10 meters (28.070 – 28.080 MHz). No WARC band contacts!

Take note of the new band for 2014 (160 meters) and several changes to the categories list including a mode for YLs.
 

As it was with last year's contest, be sure to pay close attention to your Cabrillo log so that it matches exactly the format required.

WAG & JOTA ---> The Jamboree on the Air is an annual event in which half a
million Scouts and Guides all over the world make contact with each other
by means of amateur radio. The 56th edition will take place on 19-20
October. Specific "contest-free frequencies" have been agreed with the
organizers of the Worked All Germany Contest in order to avoid interference

KOSOVO ---> "CQWW SSB will bring several Kosovar stations active from this

WRTC 2014 ---> WRTC2014, Inc., host of the 2014 World Radiosport Team

T8     - Kunio, JO1AEC will be active as T88EC from Palau on 15-23  October.

UA     - Special station R100MFF will  be  active  from  15  October  to  15
         December  in  remembrance  of  Mikhail  F.  Feofanov    (1913-1994,

         November to 1 December. He  will  operate  CW  and  SSB  on  160-10

V3     - Dick, AD7AF will be active again as V31RL  from  Placencia,  Belize
         on 11-30 October. He will operate CW and SSB on 80-10 metres,  with

VP5    - Frank, WA2VYA, and Tony, K4QE will be active  from  Providenciales,
         Caicos Islands (NA-002) on 22-29 October,  including  an  entry  in

         bureau, and LoTW). Outside the contest VP5/WA2VYA will operate  CW,
         and possibly some RTTY or SSB, with an emphasis  on  160,  80,  30,
         17, 12 and 10 metres (QSL via WA2VYA, direct -  no  return  postage
         is required- or bureau), while  VP5/K4QE  will  be  operate  mainly

         Islands (SA-002) between  20  October  and  19  November.  He  will

W     -  Members   of  the  Jackson   County   Amateur   Radio   Association

W      - "Assuming the National Park Service reopens the  island  in  time",
         Benjamin, KK6FUT will be on Santa Cruz  Island  (NA-144)  on  19-20

         is to operate QRP (50W or less) on 20, 15 and maybe 40 metres  SSB.

XT     - David, OK6DJ and Petr, OK1FCJ will be active as XT26DJ  and  XT2FCJ
         from Burkina Faso on 17-26 November. They will  be  QRV  on  160-10

YB     - Adhi, YB3MM has plans to operate  as  YB3MM/p  from  Bawean  Island

         metres SSB and CW, but "nothing is certain until he is actually  on
         the island and operating", W2FB says.
YB     - Budi, YF1AR (www.yf1ar.com) will be active as YF1AR/0  from  Payung
         Besar, Seribu Islands (OC-177) on 12-15 October.  He  will  operate
         mainly SSB running 100 watts into a vertical dipole for 20, 15  and

YB     - Look for YB8VM/p, YB8XM/p, YC8VDT/p, YC8VFB/p, YD8VKF/p,  YD8VRA/p,

NCDXF CONTRIBUTION CHALLENGE --->  The  Northern  California  DX  Foundation
(www.ncdxf.org) is  pleased  to  announce  the  establishment  of  the  W7OO
Contribution Challenge. Long-time DXer Bill  Everett,  W7OO,  has  issued  a
challenge to the worldwide DX community to contribute to  NCDXF:  Bill  will

QSL ZC4LI ---> Phil, G3SWH has managed to obtain copies of  the  late  Steve
Hodgson's logs (ZC4LI, 5B4AHA, ZD8LII and G0LII) from his widow  and  should
be able to confirm any outstanding  QSOs.  All  logs  have  been  previously
uploaded to LoTW, and there  will  be  log  searches  available  shortly  at
www.g3swh.org.uk. "I understand that Steve's widow has already  returned  to
their sender any unanswered QSL requests at the time  of  his  death",  Phil
says. "Anyone in that situation should re-apply to  me".  Steve  was  not  a
member of the RSGB, and Phil  is  unable  to  process  any  bureau  requests
whatsoever.

1948-50, passed away on 20 September at 90 years of  age.  "His  fascinating
autobiography, 'Wind Between the Worlds', published in  1957  and  available

time and travails in Tibet and how  his  radio  work  nearly  cost  him  his

Two New Member-Societies Join IARU

On 1 November 2012 voting was completed on the admission of Federation of Radio Sport of Azerbaijan (Proposal No. 247) and St. Vincent & Grenadines Amateur Radio Club (Proposal No. 248) to IARU membership.
With 53 affirmative votes required for approval there were 60 votes in favor of Proposal No. 247 and 61 votes in favor of Proposal No. 248. Accordingly, both proposals were adopted. All participating member-societies voted in favor. Vote sheets were received after the deadline from CRAM (Mali) which voted in favor of both proposals.

I. OBIETTIVO Per i radioamatori di tutto il mondo collegare quanti più possibile altri radioamatori nel maggior numero di Zone CQ e di Paesi.

II. BANDE: Solo sei bande: 1.8, 3.5, 7, 14, 21 e 28 MHz. L’osservanza dei Band Plan costituiti è fortemente incoraggiata.

III. DATI SCAMBIATI: SSB: rapporti RS più il numero della Zona CQ in cui è localizzata la stazione (e.g., 59 05). CW: rapporti RST più la Zona CQ (e.g., 599 05).

IV. PUNTEGGIO:

A. Punteggio: Il punteggio finale è il risultato della moltiplicazione del totale dei punti QSO per la somma dei moltiplicatori di Zona e di Paese. Esempio: 1000 punti QSO * (30 Zone + 70 Paesi) = 100,000 (punteggio finale).

B. Punti QSO: Le stazioni possono essere contattate una volta su ciascuna banda. I punti QSO sono basati sulla localizzazione della stazione lavorata.
1. Contatti tra stazioni di continenti diversi valgono tre (3) punti.
2. Contatti tra stazioni delle stesso continente ma in paesi diversi valgono un (1) punto. Eccezione: Contatti tra stazioni di paesi diversi entro i confini del Nord America valgono due (2) punti.
3. Contatti tra stazioni dello stesso paese hanno valore zero (0) punti QSO, ma sono permessi per accreditare il moltiplicatore di zona o di paese.

C. Moltiplicatori: Ci sono due tipi di moltiplicatori.

1. Zona: Un moltiplicatore di uno (1) per ogni diversa Zona CQ contattata su ogni banda. Valgono le regole standard del CQ Worked All Zone (WAZ).

2. Paese: Un moltiplicatore di uno (1) per ogni diverso paese contattato su ogni banda. La lista delle entità DXCC, la lista dei moltiplicatori Worked All Europe (WAE) più IG9/IH9, e i confini del WAC sono standard. Le stazioni Marittimo Mobile contano solo per il moltiplicatore di zona.

V. CATEGORIE DI PARTECIPAZIONE:
A. Categorie Singolo Operatore: Una persona (l’operatore) esegue tutte le attività operative e le funzioni di logging. Non ci sono limiti di tempo operativo o di cambi banda. E’ permesso un solo segnale trasmesso in qualunque momento.

1. Singolo Operatore: Qualunque tipo di assistenza per la ricerca QSO è proibita (vedi VIII.2).

a. Alta Potenza (Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 1500 watts.

b. Bassa Potenza (Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 100 watts.

c. QRP (Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 5 watts.

2. Singolo Operatore Assistito: I partecipanti in questa categoria possono usare l’assistenza per la ricerca QSO (vedi VIII.2).

a. Alta Potenza Assistito (Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 1500 watts.

b. Bassa Potenza Assistito(Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 100 watts.

c. QRP Assisted (Tutte le Bande o Singola Banda): La potenza totale in uscita non deve eccedere i 5 watts.

B. Singolo Operatore Categorie Overlay: Ogni partecipante Singolo Operatore delle precedenti categorie può ANCHE inserire il proprio log in una delle categorie sotto indicate aggiungendo l’appropriata linea CATEGORY OVERLAY nella testata del proprio log Cabrillo. Le iscrizioni alle Categorie Overlay saranno elencate separatamente nei risultati; raggruppate per alta potenza o bassa potenza

1. Operatore Classico (CLASSIC): Il partecipante userà solo una radio, nessuna assistenza per la ricerca QSO, e potrà operare fino a 24 delle 48 ore – i periodi di non operazione sono di un minimo di 60 minuti durante i quali nessun QSO deve essere loggato. Se il log indica più di 24 ore di operazioni, solo le prime 24 ore saranno contate per il punteggio overlay. La sola radio usata non deve essere in grado di ricevere mentre trasmette.

2. Principiante (ROOKIE): L’operatore deve avere la prima licenza da meno di tre (3) anni alla data del contest. Indicate la data della prima licenza nel campo SOAPBOX.

C. Categorie Multi Operatore (operazioni solo tutte le bande):Qualunque numero di operatori è permesso. L’assistenza per la ricerca QSO è permessa. Un solo segnale trasmesso per banda in ogni momento. La Potenza totale in uscita non deve eccedere i 1500 watts su ogni banda in qualunque momento.

1. Singolo Trasmettitore (MULTI-ONE): E’ permesso un solo segnale trasmesso su una banda durante ogni periodo di 10 minuti (trasmettitore run). Eccezione: Uno—e solo uno—altro segnale trasmesso (trasmettitore multiplier) può essere usato durante ogni periodo di 10 minuti, se—e solo se— è su una banda diversa dal trasmettitore run e la stazione lavorata è un nuovo moltiplicatore. I trasmettitori run e multiplier sono governati da regole di 10 minuti indipendenti. Il periodo di 10 minuti inizia con il primo QSO su una banda. Il log deve indicare quale trasmettitore(run o multiplier) ha fatto ogni QSO. Il trasmettitore multiplier non può chiamare CQ (sollecitare contatti).

2. Due Trasmettitori (MULTI-TWO): Un massimo di due segnali trasmessi su due bande differenti possono essere usati in ogni momento. Il log deve indicare quale trasmettitore ha fatto ogni QSO. Ogni trasmettitore può fare un massimo di 8 cambi banda in ogni ora di orologio (da 00 a 59 minuti).

3. Multi-Trasmettitore (MULTI-UNLIMITED): Le sei bande del contest possono essere attivate simultaneamente. E’ permesso un solo segnale trasmesso per banda in qualunque momento.

D. Checklog: Sono log sottomessi per aiutare le operazioni di controllo. Queste iscrizioni non avranno un punteggio nei risultati e i log non saranno resi pubblici.

VI. DIPLOMI:
Un log singola banda potrà ricevere solo un diploma per singola banda. Un log che contiene QSO su più di una banda sarà classificato come "tutte le bande" salvo che non sia specificamente indicato come "singola banda". Un Singolo Operatore deve operare per un minimo di 4 ore per poter concorrere per un diploma. Le stazioni Multi operatore devono operare per un minimo di 8 ore per poter concorrere per un diploma.

A. Certificati: Saranno assegnati certificati al primo posto in ogni categoria per ogni paese partecipante ed in ogni call area degli Stati Uniti, Canada, Russia e Giappone.

B. Placche: Placche e trofei saranno assegnati per prestazioni al top in un certo numero di categorie. Potete controllare l’attuale lista delle placche e degli sponsors a <www.cqww.com/plaques.htm>. Solo una placca sarà assegnata per ogni iscrizione. Una stazione che vinca una placca non sarà considerata per un premio di sub-area; la placca sarà assegnata al secondo classificato in quell’area.

VII. COMPETIZIONE PER CLUB:
Il punteggio di club è il totale aggregato dei log inviati dai membri. Ci sono due categorie separate per la competizione per club.

A. USA Clubs: La partecipazione è limitata ai membri del club che vivono e operano all’interno di un raggio di 175 miglia dal centro dell’area del club (eccetto che per le DXpeditions in altri paesi condotte dai membri che vivono all’interno del cerchio del club).

B. DX Clubs: La partecipazione è limitata ai membri del club che vivono ed operano entro il paese DXCC dove è localizzato il club o entro un raggio di 275 km dal centro dell’area del club (eccetto che per le DXpeditions in altri paesi condotte dai membri che vivono all’interno dell’area del club).

C. Regole generali per i Club:
1. Le organizzazioni nazionali (per es. ARI, REF or DARC) non possono partecipare alla competizione per club.
2. Una partecipazione Singolo Operatore può contribuire ad un solo club. I punteggi multi operatore possono essere assegnati a club diversi come percentuale del numero dei membri partecipanti alle operazioni. Il log deve riportare il nome completo del club (e l’assegnazione del punteggio se multi-op).
3. Un minimo di quattro log devono essere ricevuti perchè il club possa essere elencato nei risultati. I Checklog non sono contati nel punteggio del club.

VIII. DEFINIZIONI DEI TERMINI:

1. Localizzazione della stazione: L’area nella quale tutti i trasmettitori, i ricevitori e le antenne sono localizzati. Tutti i trasmettitori e i ricevitori devono essere entro un cerchio di 500 metri di diametro. Le antenne devono essere fisicamente connesse con linee di trasmissione a RF ai trasmettitori e ai ricevitori.

2. Assistenza per la ricerca QSO: L’uso di una qualunque tecnologia o altre sorgenti che forniscano all’operatore l’identificazione dei nominativi o dei moltiplicatori con l’indicazione della frequenza. Questo include, ma non è limitata a, l’uso di DX Cluster, packet, tecnologia locale o remota di decodifica nominativi (per es.., CW Skimmer o Reverse Beacon Network), o accordi operativi che coinvolgano altre persone.

IX. REGOLE GENERALI PER TUTTI I PARTECIPANTI:
1. I partecipanti devono operare entro i limiti della categoria scelta quando svolgono qualunque attività che abbia un impatto sul proprio punteggio.
2. Deve essere usato un diverso nominativo per ogni partecipazione. Solo il nominativo del partecipante può essere usato per generare il punteggio del partecipante stesso.
3. Non eccedere il limite di Potenza totale di uscita per la categoria scelta su qualunque banda. La potenza totale in uscita su ogni banda in qualunque momento è misurata all’uscita dell’amplificatore(i) attivo(i).
4. Il Self-Spotting o richiedere di essere spottati non è permesso.
5. L’operazione remota è permessa se la localizzazione fisica di tutti i trasmettitori, ricevitori e antenne è presso la localizzazione di una stazione . Una stazione operata remotamente deve obbedire a tutti i limiti di licenza di stazione, licenza dell’operatore e di categoria.
6. Non sono permessi ricevitori remoti al di fuori della localizzazione della stazione.
7. Un solo segnale è permesso su ogni banda in qualunque momento. Quando due o più trasmettitori sono presenti su una stessa banda, un dispositivo hardware DEVE essere usato per prevenire più di un segnale contemporaneo in qualunque momento. Alternare il CQ su due o più frequenze su una banda non è consentito.
8. Tutte le richieste di contatto, risposte alle chiamate e la ricezione dei nominativi e dei rapporti deve essere compiuta durante il periodo del contest usando il modo e le frequenze del contest.
9. La correzione dei nominative loggati e dei rapporti dopo il contest usando qualunque database, registrazioni, e-mail o altri metodi di conferma del QSO non è permessa.

X. ISTRUZIONI PER I LOG:
La sottomissione di log elettronici è richiesta per tutti i partecipanti che usano un computer per loggare o preparare il log del contest.

1. Il log DEVE indicare per ogni contatto le seguenti informazioni: la data corretta e l’ora in UTC, la frequenza (o banda), il nominativo della stazione lavorata, il rapporto inviato e il rapporto ricevuto. Un log senza tutte le informazioni richieste può essere riclassificato come Checklog. I contatti dovrebbero essere loggati immediatamente appena sono completati. Le stazioni che competono per un diploma Mondiale o Continentale dovrebbero fornire la indicazione accurata della frequenza per ogni contatto nel log.

2. Ai partecipanti per la Singola banda viene richiesto di includere tutti i contatti fatti durante il periodo del contest, anche se su altre bande. Solo i contatti fatti sulla banda specificata saranno considerati per il calcolo del punteggio. I log con contatti solo su una banda saranno classificati come partecipazioni singola banda.

3. Il file formato CABRILLO è lo standard per i log. Vedi <www.cqww.com/cabrillo.htm> per le istruzioni dettagliate su come compilare la testata del file CABRILLO. Una non corretta compilazione della testata può risultare in una categoria errata o la riclassificazione come Checklog. Nota: le stazione U.S.A. devono indicare la località della stazione nella testata del CABRILLO (per es.., LOCATION: OH).

4. Le modalità attese per l’invio del log sono E-mail o Web upload.. I log SSB in formato CABRILLO dovrebbero essere inviati a ssb@cqww.com . I log CW in formato CABRILLO dovrebbero essere inviati a cw@cqww.com . Inserite solo il nominativo nella riga “Oggetto” della e-mail. Il Web upload dei log è disponibile a <www.cqww.com/logcheck/>. Tutti i log ricevuti saranno confermati via e-mail. Un elenco dei log ricevuti è disponibile a www.cqww.com.

5. Istruzioni per i log elettronici NON CABRILLO: Se non siete in grado di inviare un log in formato CABRILLO, per cortesia contattate il Direttore del Contest per ottenere assistenza per l’invio in altri formati.

6. Istruzioni per i log cartacei: I log cartacei possono essere inviati per posta a: CQ WW DX Contest, P.O. Box 481, New Carlisle, OH 45344, USA. Ogni log cartaceo deve essere accompagnato da un Foglio Sommario con tutte le indicazioni sul punteggio, la categoria di partecipazione e il nome e l’indirizzo del partecipante in LETTERE STAMPATELLO .

XI. LOG DEADLINE:

1. Tutte le partecipazioni devono essere inviate ENTRO CINQUE (5) GIORNI dopo la fine del contest: non più tardi delle 2359 UTC del 1 Novembre 2013 per SSB e delle 2359 UTC del 29 Novembre 2013 per il CW. Se una partecipazione viene risottomessa dopo la deadline verrà considerata come log in ritardo.
2. Una estensione dei termini può essere richiesta per e-mail a questions@cqww.com . La richiesta deve indicare una ragione legittima e deve essere ricevuta prima della scadenza per l’invio dei log. Le eventuali estensioni saranno garantite solo dopo conferma del Direttore del Contest.
3. I log sottomessi o inviati per posta dopo la deadline potranno essere elencati nei risultati ma non potranno partecipare ai diplomi.

XII. AGGIUDICAZIONE:

Il CQ WW DX Contest Committee è responsabile per il controllo e l’aggiudicazione delle partecipazioni al contest. I partecipanti sono tenuti a seguire le regole e le migliori pratiche operative. La violazione delle regole del contest o una condotta antisportiva può portare ad azioni disciplinari da parte del Committee.

A. Condotta Antisportiva: Esempi di condotta antisportiva includono, ma non sono limitati a:
1. ARRANGIARE o CONFERMARE qualunque contatto durante il contest per mezzo di QUALUNQUE mezzo non da radio-amatore tipo telefoni, internet, messaggi istantanei, chat rooms, VoIP, social forum o siti WEB.
2. Trasmissioni effettuate dal partecipante al di fuori dei limiti della propria licenza.
3. Alterazione degli orari del log per rispettare i cambi banda o le regole per il tempo non operativo.
4. Chiedere l’accredito di un numero eccessivo di QSO o di moltiplicatori non verificabili.
5. Trasmettere segnali con una larghezza di banda eccessiva (per es., splatter, clicks) o armoniche su altre bande.

B. Programma Osservatori: Il Committee può richiedere a qualunque partecipante di accettare la visita di un osservatore durante il contest. La mancata concessione dell’accesso completo alla stazione ad un osservatore durante il periodo del contest può portare alla squalifica del partecipante

C. Azioni Disciplinari: In caso di violazione il partecipante può essere soggetto a squalifica a discrezione del Committee.
1. SQUALIFICA: Il partecipante sarà elencato alla fine dei risultati pubblicati e non potrà partecipare ai diplomi.
2. La notifica delle azioni del Committee sarà inviata per e-mail all’indirizzo fornito durante la sottomissione del log. Il partecipante ha cinque giorni per appellarsi alle decisioni del Direttore del Contest. Dopo tale termine la decisione è finale.
3. Un partecipante può ritirare il proprio log, per qualunque ragione, entro 30 giorni dalla deadline. Contattare il Direttore del Contest per le istruzioni.
4. Il Committee si riserva il diritto di cambiare la categoria di ogni iscrizione in base al proprio esame del log o ad altre informazioni.

D. Controllo Log: Tutti i log sono controllati tramite un software proprietario e un giudizio umano.
1. I contatti duplicati sono rimossi senza penalità aggiuntive.
2. I contatti con un errato rapporto ricevuto sono rimossi senza nessuna penalità.
3. I nominativi errati o i nominativi non trovati nel log del corrispondente sono rimossi e ricevono una penalità di due volte il valore dei punti QSO di quel contatto.
4. I contatti che non rispettano le regole per il cambio banda per le partecipazioni multi operatore sono rimossi senza penalità aggiuntive.

XIII. DICHIARAZIONE:
Nel sottomettere un CQ WW DX Contest log, e in considerazione dell’impegno del CQ WW DX Contest Committee nel controllare e valutare tale log, un partecipante incondizionatamente e irrevocabilmente accetta di aver : 1) letto e compreso le regole del contest e di essere vincolato ad esse, 2) operato in accordo a tutte le regole e regolamenti che riguardano i radio amatori per la località della stazione, 3) accettato che il log possa essere reso pubblico, e 4) accettato che la applicazione delle squalifiche o di altre decisioni del Committee siano ufficiali e finali. Se un partecipante non vuole o non è in grado di accettare tutto ciò che è stato premesso, non dovrebbe inviare il proprio log oppure inviarlo solo come Checklog.

23rd.
An OQRS for direct an bureau cards will be activated on Club Log

W - Special event callsigns N1A, N2A, N3A, N4A, N5A, N6A, N7A, N8A,

6-12 October to celebrate the 9th anniversary of the North

"Rather than returning on 11 October", the team said, "for a number of
safety (WX) and cost considerations, the return date will be on either 7, 8,
