         stay on each island for 2-3 days. This is  not  a  DXpedition,  but
         Dindo "will grab this opportunity  to  activate  these  rare  IOTAs
         between his work commitments". He expects to be  signing  DX8DX  on

         Cocos-Keeling Islands (OC-003) from 30 March to  13  April  [425DXN

         They hope to have a real-time logging system and to upload to  Club

VP9    - Kei, KG2A will be active as KG2A/VP9 from Bermuda (NA-005) from  29
         March to 1 April. His  main  focus  will  be  the  CQ  WW  WPX  SSB

XW     - Steve, 9M6DXX will be active as XW8XZ  from  near  Vientiane,  Laos
         between 30 March and 3 April. He will operate holiday style on  SSB
         only, using 100 watts (the maximum power permitted by the  licence)

         17, 15 and 10 metres. Electricity will be  available  only  between

ITALY: NEW PREFIX ---> All of the  possible  callsigns  in  the  IZ-prefixed
series (IZ#AAA-IZ#ZZZ)  have  been  issued;  newly  licensed  amateur  radio
operators in Italy will get callsigns with the IU prefix.

+ SILENT KEY + The DX community mourns the loss of Luis Chartarifsky,  XE1L,
who was stricken with a major heart attack shortly after  returning  to  San
Diego after the TX5K Clipperton Island DXpedition. A DXer, a  contester  and
a DXpeditioner, over the years he participated in several major  operations,
such as XF4L (1989), 3Y0PI (1994), XR0Y & XR0Z  (Easter  Island  &  Salas  y
Gomez 1995), XZ0A (2000), 9M0M (Spratly Islands 2001),  S07L  (2002),  TZ6RD
(2003) and 9N7MD (2011). He was also involved in several  IOTA  activations,
notably from three Mexican "new ones" back in 1993. An  on-line  condolences

  [27/03/2013] BBC New schedule with reduced shortwave transmissions begins on World Service on 1 April 2013

The World Service English global schedule will be simplified with fewer regional variations from Sunday 31 March 2013 and shortwave Arabic broadcasts will cease.

The reductions to shortwave services were announced in October 2012 as part of the UK government’s 2010 spending review. BBC World Service on FM and online and on television will not be affected and no language services are closing.

Shortwave and medium wave transmissions in English will be reduced to a minimum of 6 hours in total each day. This will generally be two periods of between 2 and 4 hours each, usually at peak listening times in the morning and evening to help minimise disruption. The changes will have less impact in regions where World Service is increasingly accessed via partner stations or online and in countries where FM is widely available.

Steve Titherington, Senior Commissioning Editor for BBC World Service, said: “We know that increasing numbers of people are accessing World Service on FM, online, and television. For those who can’t access these platforms, we’ve tried to ensure that they will continue to hear to the best the World Service has to offer at times of the day when they are most likely to tune in.”

"As part of the new schedule we will endeavour to have a mixture of news, current affairs and a mix of programmes covering the arts, science and human interest stories." says Titherington.

A new programme, The Newsroom, will replace World Briefing. Outlook will be extended to an hour-long format and offer a new approach to covering arts, music and humanities following the closure of The Strand. Every Friday, The 5th Floor will run in the prominent Outlook time slot offering a review of the pick of the BBC’s 27 language services programing - in English.

The estimated loss of listeners to Global English on shortwave will be around 1.5m listeners, equivalent to 1.3% of the total Global News English audience on any platform.

BBC Arabic audiences are estimated to reduce by 800,000 as a result of the closure of shortwave broadcasts.

In the Arabic speaking world, the World Service broadcasts on a network of FM relays, a 24-hour television channel and the bbcarabic.com website. Shortwave services to Sudan are not affected as the shortwave service is currently the most viable method of broadcasting to this large region.

On March 31st, 2013 PCJ Radio International will conduct a digital text through analogue shortwave broadcast of a radiogram.

Frequency: 9955khz

This test will have a message in English and Spanish for listeners in Cuba and Latin America. Those in the South Eastern part of the United States will also be able to tune in and record the 2 to 3 min transmission. If all goes as planed the Cuban jamming against 9955 kHz won’t have any effect on the message we will transmit.

The WRTH Facebook page has noted that DRM tests from Moscow will take place on 25,900 kHz starting Friday, March 22nd at 10:00 UTC and ending on Saturday, March 23rd at 10:00 UTC.

They’re asking that all DRM reception reports be logged in this online forum with a detailed description and even sound clips of audio reception, if possible.

H40    - Part of the H44G team was expected to go and operate as  H40T  from
         Temotu Province on 12-23  March  [425DXN  1139].  However,  several
         flights  to  Santa  Cruz  were  cancelled  due  to   bad    weather
         conditions, and they were able to get bookings for 16 March, to  be
         confirmed on the 15th.  As  some  operators  "are  bound  to  fixed
         return flight dates", the new H40T team will include DL4WK,  DL7DF,

H44    - The June 2013 Solomon Islands IOTA Tour [425DXN  1140]  has  become
         "The 3C Project" (Connect, Communicate, Coordinate):  "as  a  group
         of skilled and passionate amateur radio operators", the  organizers
         say, "we wanted to do more than just  go  to  exotic  locations  to
         operate from. Our Mission is  to  actively  seek  a  dialogue  with
         islanders and discuss and record the needs of  the  villagers  that
         we meet. This will be an expedition with a  difference".  The  plan
         is to activate (in  order)  IOTA  groups  OC-149,  OC-168,  OC-047,

         from Romo Island (EU-125) on 17-21 May. They plan to  operate  SSB,

PA     - Celebrating his  70th  birthday,  Joop  Tijpens  (PD0RKA)  will  be
         active on the HF bands as PD70JT from 16 March to 13 April. All  of

PA     - Queen Beatrix of the Netherlands will formally end her reign on  30
         April, and leave  monarchy  to  Crown-Prince  Willem-Alexander.  At
         least a couple of special stations are expected  to  be  active  to
         celebrate the event: PA200KING from 18 April  to  5  May  (QSL  via
         PD5ROB), and PC13KING, operated by Contest Club Apeldoorn  from  22

S7     -  Nobby,  G0VJG  will  be  active  as  S79VJG  from  Mahe  (AF-024),
         Seychelles on 4-17  April.  He  will  operate  SSB  only  on  80-10

T2     - Clive, GM3POI made it to Tuvalu on 12  March,  with  a  transceiver
         (100 watts) and wire antennas, but he has not been reported  active
         so far. After many trials and tribulations, the  other  three  T2GM
         team members (GM3YTS, GM0GAV  and  GM4FDM)  were  finally  able  to
         reach Fiji and retrieve their lost luggage. They are booked on  the
         16 March flight to Tuvalu, which is their last chance of  going  to

T2     - Tim, NL8F will operate mainly SSB from Tuvalu (OC-015)  between  19

CASS AWARD --->  Presented  annually,  the  Cass  Award  (
www.cassaward.com)
[425DXN 1102] honours  the  wisdom  and  spirit  of  Cass  WA6AUD  (SK)  and
encourages DXPeditions to maximize the number of DXers worked with  a  $1000
prize  for  the  Single-Operator  DXpedition  that  works  the  most  unique
callsigns. The 2012 Cass Award has been  won  by  Rob  Chipperfield,  M0VFC:
"from the remote South Atlantic island of  Tristan  Da  Cunha  as  ZD9UW  in
October 2012, Rob worked 3362 unique stations  over  his  4-day  DXpedition,
demonstrating  an  outstanding  effort  to  log  as  many    individuals  as

CLIPPERTON 2013 ---> TX5K started operations on 40m SSB around 06.15 UTC  on
2 March and went QRT at 00.00 utc on the 10th. The team  hit  the  100,000th
QSO mark around 12.15 UTC on 8 March, and finished with  a  grand  total  of
113,844 QSOs (60227 CW, 45030 SSB and 8587 Digi).

DX DINNER ---> David Patton, NN1N will be the featured speaker for the  28th
annual DX Dinner, sponsored by the Southwest Ohio DX   Association  (SWODXA)
and to be held in conjunction with the 2013 Dayton Hamvention on Friday,  17

HAM RADIO 2013 ---> The 38th International Exibition for  Radio  Amateurs  -
Europe's premiere gathering for amateur radio enthusiasts - will take  place
on  28-30  June  at  Friedrichshafen  (

usual, there will be a big flea market and commercial  exhibitors,  as  well
as many lectures and presentations. Ham Radio 2013  will  be  combined  with
the 64th Bodensee Convention organized by the Deutscher Amateur Radio Club.

NORTH KOREA ---> Rick, K6VVA has posted Info Update #2 to the "P5 CW Only  &
IOTA AS-197 Project" [425DXN 1105 and 1106]  he  has  been  working  on  for
seven years now. "Recent 'circumstances'  in  P5  during  the  last  several
months have made this Project even more challenging, for  obvious  reasons",
he says, "Yet  a  new  alternative  route  to  potential  success  has  also
materialized, and I decided to unleash the full 'long term' plan, which  has
been to activate ALL of  the  four  P5  IOTA  Designators  (AS-195,  AS-196,
AS-197 and AS-198)".
Over the past 18 months, Rick has been part of  a  discussion  group  (N7NG,
G3SXW, ON4UN, ON4WW, W6SJ,  ST2AR/S53R  and  others  all  with  considerable
DXpedition and/or DX QTH operating experience) and spent "considerable  time
in analyzing and discussing  the  observed  cause  and  effect  relationship
between the  operating  'styles'  (and  errors)  of  many  major  DXpedition
operators,  which  always  result  in  the  same  predictable    anti-social
behaviors and chaos occurring in all pileups". Rick plans to produce  a  web
viewable video soon, "summarizing my perspective of the reality  of  things,
which will also be the basis for any P5 operations and  Pileup  Management".

QSL OX3XR ---> OZ3PZ  is  no  longer  the  QSL  manager  for  Peter,  OX3XR.
Effective 1 April, the new QSL route will be via  SWL  PA3249,  direct  only
(see
qrz.com for details). You can also use the "Get a  Card  In  the  Mail"
service provided by eQSL.  Bureau  QSL  requests  will  go  unanswered,  but
electronic confirmations will still be available through LoTW and  eQSL.  As
for XP3A, neither direct nor bureau paper cards are available, and QSOs  are
confirmed only via LoTW and eQSL.

WAPC ---> The second Worked All Provinces of China (WAPC)  DX  Contest  will
be held on 20-21 April (from 6 UTC on the 20th to 05.59 UTC  on  the  21st),
on 80, 40, 20, 15 and 10 metres SSB and CW. Complete details  can  be  found

         groups OC-149, OC-168, OC-047, OC-127 and OC-285 (Stewart  Islands,
         new one  for  IOTA).  A  special  callsign  is  being  applied  for
         (reportedly H40IOTA, but all of the groups  mentioned  above  count
         for Solomon Islands, H44, DXCC wise). They are looking to  take  on
         board one  proficient  CW  operator  for  the  OC-285  leg  of  the

         place in October. Access to Wake is extremely limited and the  time
         frame is dictated  by  transportation  issues.  As  such,  official
         dates have not been set but will be announced as soon as  possible.
         Twelve operators (Lou N2TU,  Craig  K9CT,  Joe  AA4NN,  Joe  W8GEX,
         Jerry WB9Z, Tom  ND2T, Mike K9NW, John K6MM, Hal W8HC,  Carl  K9CS,
         Dick W3OA and Tom N4XP) plan to be QRV with five  stations  on  all
         bands and modes over a 14 day period.  This  operation  combines  a
         DXpedition and a commemoration of the 70th anniversary of a  tragic

INTERNATIONAL MARCONI DAY ---> Organized by the Cornish Radio Amateur  Club,
the International Marconi Day (IMD) is a 24-hour amateur  radio  event  held
annually to celebrate the birth of Guglielmo Marconi (25 April 1874). It  is
not a contest, but an opportunity for amateurs  around  the  world  to  make
contacts with historic Marconi sites  using  HF  communications  techniques.
This year's event will be held on 20 April, from  00.00  UTC  through  23.59
UTC. Details, including information on the relevant Award  Certificates  and

7X - 7T50ARA and 7T9A are two special callsigns to be used from 1 March
to 30 May to celebrate the 50th anniversary of ARA (Amateurs Radio

9X - Nick, G3RWF will operate (neither 160 nor 6m) mainly CW from

be active from three Corsican IOTA groups as follows:

ARRL DX CONTEST (SSB) ---> Object of the contest is for W/VE amateurs to
work as many stations in as many DXCC entities as possible on 160, 80, 40,
20, 15, and 10 metre bands, while DX stations work as many W/VE stations in
as many of the 48 contiguous states and provinces as possible (full rules

00.00 UTC 2 March through 23.59 UTC on the 3rd. Do not forget to give a

RSGB COMMONWEALTH CONTEST ---> The 76th edition of the Commonwealth (BERU)
Contest (
www.beru.org.uk) will be held on 9-10 March, from 10 UTC to 10
UTC, on 80, 40, 20, 15 and 10 metres CW. Only operators located within the
Commonwealth or British Mandated Territories are eligible to enter.
TX5K ---> The TX5K team arrived at Clipperton at 04.30 UTC on 27 February,
were able to land on the 28th and expected to set up radios on 1 March.
Follow the updates posted by KY6R at
http://ky6r.com/. The preferred method
to use for QSLling is the OQRS provided by Club Log for either direct and
bureau cards. Traditional requests go via N2OO (Bob Schenck, P.O. Box 345,
Tuckerton NJ 08087-0345, USA). The log will be uploaded to LoTW "within six
months after the end of the DXpedition".
+ SILENT KEYS + RSGB Life Vice President John Patrick Hawker, MBE (G3VA)
passed away on 21 February at 90 years of age. In addition to writing the
"Technical Topics" column in the Radio Society of Great Britain's journal
for fifty years (1958-2008), he also authored various books on electronics
and radio and television engineering. In 2006 he was inducted into the CQ
Amateur Radio Hall of Fame and made a Member of the Order of the British
Empire by Queen Elizabeth II for "Services to Radio Communications".
Other recently reported Silent Keys include Valery N. Metaxa (ER1DA) and
Pavel V. Presnov (RU3UA).
